Puppy wont come when directed.

Brix is 13 weeks. He learns quickly. At 10 weeks he learned to fetch. We play fetch everyday.Training him is not difficult at all.  Since i have started walking him, he tries to run off now. When i call him he does not come.He did this for the first time today when he went potty. Prior to walking him he did not leave the yard. he normally potty then return to the door for his treat.  i have a tie out i dont really want to use it, but its looks like i might have to start.I dont want him running off nor do i want to chase him. I just dont want to create any bad habits. What should i do to minimize the chance of him running off?

Use a leash.  Dont take the chance in him running off and getting hit by a car or attacked by a loose dog.

I work recall with a long line. Use plenty of treats to make him want to come to you when called. Eventually he will become conditioned to respond. That said, Gideon went through a flighty phase - it's the age.

If you can't make them come to you don't call them.  Keep him on a long lead and let him out, call him once, if he doesn't listen pull him to you.  I'm a firm believer in not repeating commands.  I say it once and the 2nd time I say it I'm making them do it.   It teaches them they need to do what you want the first time...not 8 times later when they choose to.
