Loss of paying attention

I am a new doberman owner. Ive never owned one before. My Leo is a male thats almost 2 years old and has been nurtured. He has had some changes in is attitude and paying attention lately. He was a very good puppy which he still is kinda puppy still. My problems or concerns are that he does not want any kind of affection. He will let you rub his Butt and back legs but if you try and rub him on his back,head or really any where else he just walks away or gets annoyed. This just started happing in the last few months. When he was a pup all he wanted nothing more than just affection. His other problem is not paying attention. Its very hard to keep his focus. If i have a treats for him he will act like the perfect dog and do what ever you want. Other problem is if there is another dog around he doesn't listen at all and I have to yell at him to pay attention. I don't like yelling at him but thats the only way he will even look at me and kinda listen. He has been socialized with other dogs and people all the time. But it seems like when he gets around another dog he acts like he has never seen another dog before and starts crying,yelping, mooning and groaning. He did that when he was a pup but it has gotten way worse. In all honestly this is the best bread of dog i have ever owned. I did a lot of research before i got one. I knew from the get go this bread is hard headed and will push there boundaries. Any advice will really help and be much appreciated.

You know... Sofia is not overly affectionate.. She 'allows' cuddles and skritches and she DOES like her eyes rubbed.... but very rarely will she seek me out for a hug.. It used to kind of hurt my feelers.. but some are snugglers.... some are more aloof.

Leo's not a puppy anymore.. probably getting more independent.

One quick question.. Is Leo neutered? That could be the whole key to this issue.

Yes he was nutered June 12 this year. I thought by doing this it would slow him down a little. It did the oppsite. well it slowed him down for the few days while he was recovering. It did however stop his little red rockekt from always being out and that's about it. To me it feels like he is a teenager and is just acting out and not wanting to listen due to his age. Like i said it just started a few months back. To give a better time frame it started around January this year.
