I need help! FAST!

Long time since I've been on, but I need help.

I work for a glass installation company, and we do jobs replacing car windows and residental windows, so I visit numerous amounts of homes and places each week.

In the passed couple of months, I've been visiting a house, where we are to replace a few windows on his house. The first visit was a nightmare. I get there, and being the dog lover I am, I am in shock. He had two dogs up front, both chained to different trees, and no visiable food but water was available, but unable to reach it. about 3 other dogs roaming around, and some more inside. Not to mention at least a dozen cats, and numerous other animals, all in poor condition.

The one the hurt the most was seeing this beautiful Dobergirl. She looked like she had puppies, but there weren't any in site. She had a big gash on her thigh, that had debris hanging from it from where she was laying. I was heartbroken, and tried to get her to come to me. Yet, she was to timid to think about coming. One of the dogs up front that was chained, I took his water in closer to him, and he thanked me with 100s of kisses, as well as his partner.

Going back there about once a month, nothing has changed, and I have contacted the local authorites about it, but they won't do anything about it. The dogs have been taken off the chains, but there whereabouts are unknown, and to make me even more sick, they have a new puppy!

I just want to find someone who has the know how to get these animals taken away from this monster. I know what is going on there isn't right, and it's not safe for anything living there. Not to mention that this winter has been the worst winter in many years for Illinois (-20 to -30 degrees at some points) and that poor Dobergirl was outside in all of it.

Please, lend me some help on here, and if anyone has contact with ASPCA or any other animal rights groups. I am risking my job for this, and am willing to do what it takes to save these animals.

 What county are you in? if you are in the central part of the state I know some people in Animal Control who may be able to look into it.

I live in Richland county, but the home is in Wayne County.

Oh my lord, first thing I would do is get online and check the ordinances for animals and then I would press the police and animal control to adhere to those laws - by reading the laws you can quote the law to them and show them you know they are breaking the law by not enforcing it, if they continue to not enforce it I would get media attention or contact the mayor, the governor etc. just keep going to higher ups and making lots of noise, post it on facebook to get all those rescue people up in arms about it and if you can get pics of the dogs in those conditions to add to your post to Facebook and ask for help on FB to contact people, start a petition on change.org or the petition site with the signatures going to the proper depts. in your town and once you get a certain amount of signatures they should do something just to stop the influx of emails and so on......

Keep us posted on their conditions

You know if the dogs are loose and not on the property you know they are strays and you can pick them up and do right by them

 I did speak my a friend who works in Sangamon county Animal Control but he stated that his hands were tied because of the location and suggested that perhaps local rescues could reach out to the owners and that local media might be able to put pressure on the owners. All he said he would be able to do was call his counterparts in Wayne county. He seemed very upset that he could not do more, he is a good man and helps with greyhound rescues.

I haven't been back over there yet, I think that we are supposed to make our final visit next week though to put in the last window on the house. It's disgusting there. I won't go in the house, and make my co-worker do it instead. I try to give love to all the dogs out there while I am there.

If I find a way to post the pictures on here from my phone, I will do that as soon as I can.
