Suggestions for Dobie care while at work

My husband and I have two dogs, Scarlett (our Doberman) and Harley (our fun loving mixed pup), and we both work. I'm a teacher so my schedule is pretty regular, but he works incredibly unpredictable hours. Scarlett is about 4 months old and we've been kenneling her while we're at work since we got her (at about 8 weeks). Harley stays outside while we're working and he loves it. We have a cedar dog house that we fill with cedar chips during the winter (he comes inside too when it gets to the mid-low 20's) and he loves it! Scarlett and Harley love each other; we boarded both of them when we went to Florida over Christmas break and she bonded with him as much if not more than she is bonded with me.

 

My question is: would it be safe to let Scarlett stay outside with Harley while my husband and I are working? I feel horrible leaving her in the kennel for so long and I know she would rather be with Harley, but I don't know if she can handle the cold? Again, we kennel Harley too when it gets into the mid-low 20's. 

Dobermans are not outside dogs and the dangers of leaving dogs outside includes so many things - one being stolen - that I would never risk it. 

You can look into a dog walking service or doggie day care, or both on a rotating schedule.
