The New Forum Topics in the block on the left column are showing newly started topics, not the last updated topics - ie not topics with new posts.

I've been clicking around with a test account and am finding all the Last Post times to be accurate. Next time you notice something funny, try refreshing the page. If you're forwarded there, or if you get there with the back button, the browser usually gives you a cached copy of the page - which would cause what you describe.
